Introduction: As a cornerstone of any society, the education system plays a decisive role in shaping its future. Elementary school teachers, particularly those in first grade, significantly impact the upbringing of future generations. Addressing the educational needs of these teachers is crucial for improving the quality of education. This research aims to develop a comprehensive model for identifying the academic needs of first-grade elementary school teachers in Iran, based on the TPACK framework.
Methods: This study employed a meta-synthesis approach. The research question was: "What is the comprehensive model of educational needs for first-grade elementary school teachers in Iran, based on the TPACK model?"  Relevant articles were gathered from reputable scientific databases such as WOS, Scopus, IEEE, Google Scholar, and Persian resources like Magiran and NoorMag. Inclusion criteria for articles were defined. After data analysis, 41 basic themes were extracted and combined.
Findings: The analyses revealed eleven main themes, including teachers' roles and responsibilities, challenges of technology integration in teaching, professional development and teacher training, ethics and professionalism, and other related components in the comprehensive model of teachers' educational needs.
Conclusion: This research develops a comprehensive model based on TPACK and provides a practical tool for educational planning in elementary education. It emphasizes that empowering teachers with combined skills in technology, content, and pedagogy can improve the quality of education at the elementary level.
